In the late 1990s, Ralph built one of the first GIS companies in the natural hazard and environmental disclosure business, First American Property Data Services. As Chief Operating Officer, he implemented the efficiencies of a paperless intranet order opening and fulfillment system during its critical start up period. In the surveying and title industries he is both a leading engineer and subdivision and commercial consultant. Ralph has conducted extensive title searches on commercial property. For the oil industry, he has done title searches on oil fields and negotiated land rights and easements. Frequently he is called as an expert witness in real property cases. As a General Partner of Bremner, Kephart & Lair, a civil engineering and planning firm, he was responsible for all field surveys. Ralph regularly represented clients before city councils, planning commissions, architectural review boards and technical advisory committees. Ralph has taught college courses in Statistics and Construction Management. At California State University Long Beach, he taught Site Analysis in the Department of Industrial Technology, School of Engineering for five years. He has an established record with governmental agencies, local and state political environments, community development organizations and private business, based on his unique Real Estate knowledge and expertise.

Computer based data management, must rely on in-house expertise. Our information technology veteran is Allen Tsai who has spent over twenty years in data and IT management. His experience ranges from the Internet to IBM mainframes and personal computer networking. He received his Master's in Computer Science from University of Arkansas after earning his Bachelor of Science in Mathematics from the National Central University of Taiwan. Allen developed the web-enabled Right of Way information system for asset/property management, real property acquisition and project management. He developed image processing and commercial software for the US and Canadian markets for Paragon Partners Inc. At TRW / Experian's consumer credit department, he was responsible for the core component credit rating models used in a database with a trillion-record environment. At Pierce National Life Insurance he increased efficiency by setting up many system automations and speeding data flow among IBM large-scale computers, minicomputers and PCs. Although primarily a programmer analyst and software engineer, Allen is also a web developer and writer who is known for his Chinese horoscope websites. Graduating from Michigan State University with a degree in journalism, Annette Kephart began her career as a newspaper reporter for the Daily Tribune in Royal Oak, Michigan. Ad agency Meldrum & Fewsmith discovered her knack for public relations. They put her to work on accounts which included Detroit's Metropolitan Society for the Blind, Junior Achievement and American Standard.
In 1971 Annette moved to California to handle public relations for a Los Angeles publisher. Soon she was dabbling in California real estate. By the end of the decade she retooled her skills to practice real estate and title insurance sales throughout the San Fernando Valley, San Gabriel Valley, Long Beach and greater Los Angeles communities.
The nineties brought her to Austin, Texas. There Annette rounded her real estate background by working as a mortgage banker / broker for Harbor Financial Mortgage, consulting with high profile clients in state government and the computer industry.
Returning to Los Angeles in 1998, Annette continued her work in the real estate and title insurance arenas. Refocusing her interests and energy into the natural hazard disclosure industry, she is now Executive Vice President of sales for GeoAssurance.
